The SI Summer Academy for Young Professionals (SAYP) is a training programme developed to build awareness, capacity and resilience in the practice of governance in the Baltic Sea region and countries in the EU Eastern Partnership.
The aim of SAYP is also to strengthen young professionals and their individual capabilities to meet the requirements of a modern governance structure. The overall thematic framework is sustainable modern governance. In the SAYP, the participants will be able to expand their own contact networks and share ideas, experiences and challenges.
SAYP is part of the SI Baltic Sea Region Cooperation and is a result of the increased focus on the EU Eastern Partnership, which aims to develop and strengthen relations between EU and its eastern neighbours.
The programme is targeted primarily at young professionals (up to 35 years old) already employed in the state structures, working with development of policy and measures to create a more transparent, resilient and efficient public administration. Young professionals from the following groups are welcome to apply:
- public servants (non-political civil servants working at government agencies)
- policymakers (politicians, government officials, employees of political parties)
- civil society workers (CSO/NGO volunteers/employees)

The programme consists of three main components;
The first component takes place in the participants’ home countries in the form of preparatory meetings and/or reading of material provided by the thematic module organisers.
This is followed by an intense thematic two-week module in Sweden during the period of June–August. Participation in SAYP is free of charge and includes meals, accommodation and travel.
The participants, together with the module organisers plan and arrange follow-up events in the participants’ home countries during the autumn. The events could be for example study visits or workshops.
After the programme
All participants will also become members of the SI Alumni Network, a vast professional and global contact network meant to keep building good practices and mutual learning processes for a sustainable future. As member of this network, participants have the opportunity to participate in upcoming alumni events and workshops on themes relevant to their area of expertise.
Peer shadowing is a short-term mobility grant for SAYP alumni, which allows for week-long visits at an organisation in another country, in order to closely follow one or several colleagues, observe/study how their workplace/organisation is structured, and functions in practice.
